Contract For New Rock Hill Municipal Complex Awarded
K&S Associates Inc. gets nod for project

The Rock Hill Board of Aldermen approved K&S Associates Inc. of St. Louis for construction of the new municipal complex facilities.
The contract for $5,498,000 includes a $386,078 contingency for any unforeseen circumstances.
"It's money we've set aside from the beginning for unexpected things that happen, and it's always been in the budget," said City Administrator Jennifer Yackley.
Yackley said the city will hold a ceremonial groundbreaking at the site at 827 N. Rock Hill Road on Tuesday, June 6 at 6 p.m.
"I anticipate they will start shoveling dirt sooner, but we won't know that time for a couple of weeks," she said. "We'll have a preconstruction meeting to sit down with them, then we'll have a better date."
The public is invited to attend the groundbreaking.
A derelict property is causing concern for Oak Haven Avenue residents in Rock Hill.
Resident Andrew Delo told the board that there are five dead trees, some of which are leaning on the vacant structure on the property.
"The kids play in this yard and there is a concern that this structure will give way and the tree will fall, hurting the children," he said.
"The owner is a scam artist," he said. "We've tried to find him with no luck, and I know you have been trying too, but we need some help from you."
St. Louis County records list the owner as George Gillespie of St. Louis.
City Administrator Jennifer Yackley said they think they have a "good address" and have issued him a citation.
"He has a court date and if he doesn't show up, we'll issue another," she said. "If he does not show up for the third court date, the judge will issue a warrant.
"Unfortunately," she said, "this is a civil issue."
